Definition

Social work, counseling, welfare, refugee, referral or other similar services provided to individuals and families at home, operated by government or private organizations, disaster relief organizations and national or local self-help organizations, and by providing professional counseling services, including welfare and counseling activities for children and adolescents, activities of foster care and prevention of abuse of children and others, budget counseling, marriage and family counseling, credit and consumer debt counseling, community activities, activities for disaster victims, refugees, stateless persons and temporary shelter for them, rehabilitation and vocational training activities for the unemployed with limited education, selection, appropriate welfare assistance in the form of rent, food coupons, daytime services for the homeless and vulnerable, charitable activities receiving donations, or activities supporting social welfare work.
