Definition

Manufacture of tobacco products and tobacco substitutes (except cigarettes and cigars), such as shredded tobacco, chewing tobacco (e.g. red tobacco, unsalted tobacco, snuff) and snuff. Manufacture of “homogenized” or “reconstituted” tobacco.
